2. What the APC supports
- OJS administration and secure online hosting;
- editorial workflow, copyediting, layout, metadata checking, DOI registration, online publication, and preservation activities;
- website maintenance, policy implementation, integrity checks, and discoverability services.
The APC does not purchase favourable peer review, acceptance, a citation, an accelerated decision, or exemption from editorial requirements.
3. Waivers and reductions
Authors who cannot pay may request a full or partial waiver. Requests should be submitted through the official contact channel and briefly explain the circumstances. Waiver information is handled only by authorised administrative staff and is not shared with reviewers.
- waiver decisions are independent of scholarly evaluation;
- a waiver request does not disadvantage the manuscript;
- waivers may consider lack of funding, student or independent-researcher status, humanitarian circumstances, or other demonstrated need;
- authors are not required to disclose more sensitive personal information than reasonably necessary.
4. Payment and invoices
An invoice or official payment instruction is issued only after acceptance. Authors should pay only through the officially designated journal or publisher channel. The journal is not responsible for payments sent to unofficial personal accounts or fraudulent communications.
5. Refunds
Because payment occurs after acceptance, an APC is normally non-refundable once production and publication services have begun. A refund may be considered for duplicate payment, billing error, or failure by the journal to provide publication for reasons not attributable to the authors. Retraction does not automatically create a refund right.
6. Editorial independence and sponsored content
Editors and reviewers do not receive information about an author's ability to pay when making scholarly decisions. Sponsored or institutionally supported articles follow the same peer-review, ethics, conflict, correction, and licensing requirements.
